This job opportunity is for a Program Manager for Decennial Operations located in the Office of the Director, U.S. Census Bureau's National Processing Center (NPC) in Jeffersonville, Indiana. Incumbent is responsible for the development, coordination, staffing, and management of the NPC infrastructure to effectively orchestrate all temporary NPC Decennial Census related activities.

Tour of Duty: Monday through Friday, Hours range from 7:30 a.m. to 5:30 p.m. Alternate Work Schedule (AWS) and various flexible work schedules are available. The Alternate Work Schedule is an 80-hour bi-weekly basic work requirement that is scheduled in less than 10 days; i.e., eight 9-hour days/nights, one 8-hour day/night, and one day off.

Candidates may be required to clear the fingerprint process and initiate the required background investigation prior to selection.

This is a supervisory position. Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop the qualities of successful supervision. Selectees will be required to serve a supervisory/managerial probationary period.

The individual selected for this position will:

  • Provide technical expertise in the development of plans, policies and systems that assure the efficiency of the operations as well as compliance with NPC and Bureau of the Census procedures.
  • Provide advice to NPC management and Headquarters staff on the progress or problems with the development and implementation of Decennial Census operational plans.
  • Participate fully with the Division Chief in planning, establishing, and managing an organization which can effectively carry out the program objectives of the Census, conform to Departmental and Bureau policies and delegation of authority, and be sufficiently flexible to cope with the demands of an ever-changing large number of programs of varying sizes, complex relationships, and different processes.
  • Assist management with the integration of out-year Census testing activities into ongoing NPC operations/organizations.
  • Coordinate with the various branch chiefs and specialists in assuring that decennial administrative and technical operations get accomplished in accordance with approved plans and policies, and that all activities are coordinated with one another consistent with NPC policies and the requirements of other subject-matter sources/sponsors.
  • Provide full assistance and cooperation through Division-level participation in the development of operational systems/procedures and making recommendations in the light of available resources.
  • Involve assignments requiring technical direction and development of systems and processes that support the Decennial Census research and testing initiatives that include discussion of systems and options available, resources and budget required; maintain/oversee development of statistical survey procedures and training for all NPC Census activities; oversee operational testing/activities associated with Surveys/Censuses to assure that they are practical, clear, workable and consistent with statistical theory, principles and practices; review all manuals and related Census materials/guides; and oversee the coordination of all Census test/production activities.
  • Be responsible for planning and developing programs associated with NPC's services for a highly unique and diversified organization that may fluctuate in workforce of approximately 3,500 to 5,000 during the peak of the Decennial Census.

Time-in-Grade:Current and former Federal civilian employees must have held a position at the grade 14 for at least 52 weeks in the Federal Service for promotion to the grade 15. Specialized Experience:You qualify at the grade 15 level if you possess one year of specialized experience that equips you with the skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 14 to meet the qualification requirements in the Federal Service. Specialized experience is professional leadership experience which required analytical ability, independent judgment, discretion and substantial knowledge for managing large data collection/processing programs. Examples include planning, managing, implementing, and evaluating agency programs; developing and implementing standard operations procedures in an organization; working across organization lines to develop work relationships needed to accomplish organizational goals; and briefing and advising senior management officials on key program issues.

Education cannot be substituted for experience at this grade level.
