POSITION SUMMARY:

Acts as the point of contact between railroad and government agencies, industry partners, independent contractors and internal stakeholders that are involved in constructing projects arising out of the companies’ Public Safety Program or undertaken pursuant to a Master or other agreement for railroad crossings on public or private roads or highways. Responsible for managing the billable project system and its work flow from the initial set-up through recording of the audit exceptions and archiving historical data. Responsible for the reviewing invoices prior to submission and reconciling project costs to ensure the company is recovering all eligible project costs. Maintains, updates, and develops a formula/macro driven billing solution. Must be able to analyze the results of large data sets to categorize, prioritize and initiate monthly billing solutions. The Account Analyst III works with external and internal customers to collect payments, review/dispute audit findings, and improve processes. Maintains Engineering contracts in SAP Real Estate Module including inputting new contracts and modifications to existing contracts. Works with external and internal customers to maintain contracts.

POSITION REQUIREMENTS:

EDUCATION:

Bachelor's degree from four-year college or

University in Accounting or Finance

EXPERIENCE:

4 years of accounting experience (Accounts Receivable, Purchasing, Billing, General Ledger).

Collections experience and Government Billing experience preferred.

SKILLS:

Strong problem identification and resolution, customer service, negotiation and account management skills.

Strong oral and written communication skills.

Strong computer skills, including Excel, Word, and SAP. Requires strong Access skills to maintain, update, and develop large databases.

Strong interpersonal and relationship building skills.

Organization and follow up skills.

Must be proficient in SAP Fixed Asset, Material Management and Accounts Receivable modules.

Proficient in the use of spreadsheets, ERP software packages, and various management reporting and analytic tools.

SAP preferred

JOB DUTIES:

Leverages technology to enhance efficiency and productivity by automating processes within the organization and provide process improvement. Manages an Access database using multiple SAP datasets to identify a project’s billing status.

Reviews and processes requests and contracts to establish billable projects within SAP.

Responsible for monthly journal entries to record a contra-expense (e.g. credit) for billable

MOW supervisory labor, equipment rents, meals and per diems, gang labor and lodging.

Prioritizes projects that need to be billed and provides final accounting for completed projects to facilitate preparation of ECR (Engineering Completion Report).

Reviews invoices that have been compiled by the Accountant II for accuracy and completeness. Actively collects invoices that are past due which requires an understanding of each customer’s payment policy.

Uses external and internal reporting to identify unrecorded expenses that are recoverable and allocate those costs to the correct billable asset.

Serves as the point of contact during DOT audits - staging and providing supporting documentation as needed.

Researches audit exceptions and communicates the findings to various public agencies.

Works with stakeholders to standardize data recorded in the companies’ general ledger.

Tracks, monitors, and reports on the aging of open receivables.

Prepares monthly account reconciliations for customer receivable and suspense accounts.

Maintains Engineering contracts in SAP Real Estate Module
